The issue (for me, at least) is simply that language teaching in France has traditionally avoided actually speaking the language. How do they think I have felt these last 20 years here in France? If they understood what I was trying to say, then I speak French well enough - and the same applies to their attempts to speak English. It's kind of sad the number of people who have admitted to me that they are taking English classes - through work, or in school or whatever - and when I say, great, if you'd like to practice, I promise to speak slowly and clearly, they turn away and say (in French) that, oh no, they're not very far along and they'd be embarrassed to speak English in front of me. Yes, the teaching method is an issue, but it doesn't mean that there aren't plenty of French people who speak English pretty damn well, especially considering many of them have never lived in an anglophone country. Didn't stop me getting there in the end, even though I'd had the same fear of opening my mouth. Heck when I grew up in the UK the teaching method was the same, so I could write excellent French but understanding the spoken language and speaking it were terrifying.
